• Disclosures: Solar companies must provide an itemized installation cost and a good-faith estimate of bill savings to ensure transparency.
• Licensing: Sales, design, and installation must be done by employees of a Washington-licensed electrical contractor. Contracts must state if any work will be subcontracted.
• Contracts: Agreements must clearly outline scope of work, costs, financing, warranties, and system performance to prevent misleading claims.
• Cancellation Rights: Homeowners may cancel within three business days without penalty.
• No Upfront Payments: Contractors cannot collect payment until the rescission period ends.
• Utility Approval: Installations require utility approval for safety and grid compliance before work begins.
• Enforcement: The Attorney General may penalize companies that violate the law.
